Absolutely nowhere in the article was that mentioned or credited to the decreases. Road design, police/camera enforcement, and ebike/scooter speed caps were.
Because cars don’t cause deaths, it’s the pedestrians jumping infront of my car that do. /s

I think people get that it’s sarcasm, but it’s still horrible enough to warrant a down vote anyway.
There’s joke sarcasm and then there’s asshole sarcasm. Yours reads as the latter.
